Because it's too hard...

In the Big Picture, when you are talking National and State Budgets, $2,000 is something you would think of as 'chump change'.  Even at the city or county level, I doubt most budget types track stuff down to that level.  At some point though, like, say, the city park level, $2,000 can make a difference...fresh paint, fixing broken boards in picnic tables, lawn maintenance.  I mean, it's not the type of money you would just want to leave around rotting...

Ooops.

E. Wash. city leaves thousands of dollars to rot outside

Well...at least they came up with a way to keep it from happening again...
